Rajasthan NEET Counselling: NIOS Students Eligible, Class 11 Marksheet Not Mandatory

NIOS Students: Class 11 marksheet is not mandatory for MBBS and BDS Admission

The Department of Medical Education, Government of Rajasthan, has issued an information bulletin for NEET-UG 2026 counselling, clarifying two key points regarding students from the National Institute of Open Schooling (NIOS).

The bulletin confirms the eligibility of NIOS Board students for NEET-UG and states that the Class 11 marksheet is not mandatory for the counseling process.

The first significant update appears on page 16 of the information bulletin. Citing a public notice issued by the National Medical Commission (NMC) on February 22, 2025, it clarifies that students studying under NIOS are eligible for NEET-UG.

Additionally, students who have passed Class 12 from a recognized board and subsequently cleared required additional subjects through NIOS may also be eligible for NEET-UG, provided they meet the prescribed eligibility criteria.

The second key update, found on page 28, concerns the documents required for counseling. While Class 10+2 and Class 10 marksheets are included in the list of necessary documents, the Class 11 marksheet is not mandatory; it is listed as an optional document during the choice-filling stage of counseling.

Major Doubt Resolved for NIOS Students

NIOS expert Amit Gupta noted that students preparing for NEET-UG via NIOS had long harbored concerns that they might be asked to produce a Class 11 marksheet during medical counseling.

Since the NIOS system generally does not issue a separate board marksheet for Class 11, this could have caused practical difficulties for students. Efforts to seek clarification on this matter had been made previously at the relevant levels.

Now, with the Class 11 marksheet no longer being mandatory for MBBS and BDS admission counseling in Rajasthan, the situation has been clarified.

More Time and Flexibility for JEE-NEET Preparation

The NIOS flexible schooling system offers students preparing for competitive exams like JEE and NEET the option to strike a better balance between their regular schooling and exam preparation.

Since there is no mandatory requirement to attend school daily, students can dedicate more time to preparing for competitive exams. There is also flexibility in subject selection, allowing students to plan their preparation according to the options available within the examination system.

The October-November exam cycle option provides students with the opportunity to complete their board exams before the end of the year, enabling them to focus more intensely on subsequent competitive exam preparations.

This helps alleviate the pressure of simultaneously managing school, board exams, and JEE-NEET preparation.

Admissions of such students to medical colleges have been recorded during state counseling processes in Rajasthan, Karnataka, and Gujarat.

According to available data, in 2025, 21 students from NIOS secured admission to medical colleges in Karnataka; of these, 20 enrolled in MBBS courses and one in BDS.

In Gujarat, 10 students from open schooling backgrounds gained admission through the state quota, with eight enrolling in MBBS and two in BDS.

Similarly, in 2024, 26 students from NIOS secured admission to medical colleges in Rajasthan.
